This issue is caused by a timing problem in the Windows Network Driver Interface Specification (NDIS) driver. The problem does not occur on systems with a CPU rated at 2.1 GHz or lower. Until Windows XP was released, I'd always thought that Windows 98 was one of the best versions of Windows ever created. Even so, Windows 98 did have its problems.
